Explanation

Character set encoding can be declared in the xml declaration at the beginning of the xml document, e.g. . There are rules by which encoding can also be detected from the physical character encoding of the document.

Corrective Action

Make sure that the declared XML document character encoding is consistent with the actual document character encoding.
