Click on button 'Email Setup Wizard' does nothing.

As described in Siebel Marketing User Guide 8.1 > Creating and Using Offers and Treatments > Process of Working with Email Treatments > Using the Task UI Application to Create and Update an Email Treatment a process should be invoked to lead through composition of an email treatment.

The issue can be reproduced with the following steps:
1. Login to Marketing application
2. Navigate to Offers > Email Treatments.
3. Click the Email Setup Wizard button.

Marketing users cannot use the wizard.

Summary:
That the wizard does not start and you see :"SBL-BPR-00507: The definition of the task 'Email Treatment: Create' is not actively deployed" was reproduced internally.
It is due to the task 'Email Treatment: Create' not being activated.
Please do the following to resolve the behavior:
1. Administration - Business Process > Task Deployment > Published Tasks
2. Query for 'Email Treatment*'
3. Select 'Email Treatment: Create'
4. Click Activate
5. Requery the bottom applet (Active Tasks) to show it is now active
=> Now the 'Email Setup Wizard' works.
